tehmina , 17 , partially covers her face with her scarf . she is taking classes at an educational centre set up in a private home in the Khair khana neighbourhood of kabul , the capital . the centre is known as general work and development association ( gwa ) , a local ngo . the association offers a non formal education programme for adolescent and other women who previously could not attend school , offering classes in basic writing and literacy , as well as vocational training in carpet weaving , sewing , tailoring , embroidery and other skills . tehminas father works for the government but has not been paid for several months .
