" Celeris " urban Train at " Belgrano " Station , at dusk , Puerto madero , Buenos Aires , Argentina . The Celeris Train : Tranvía del Este or " Puerto Madero Tramway " is a public tram line in the Puerto Madero neighborhood of Buenos Aires operated by the rail company Ferrovías . Construction of the first section has been completed and the line was inaugurated on July 14 , 2007 . Initially , the service will be provided by two Citadis 302 model trams , manufactured by the French company Alstom and granted under a free concession by the city of Mulhouse . The trams are double ended , bi directional , low floor , four section units , each section having 48 fixed seats , another 16 folding seats and standing room for a total of 300 passengers for the whole train . The trams , locally known by the name Celeris , will run on an exclusive right of way for 2 km ( 1 , 25 miles ) parallel to Avenida Alicia Moreau de Justo , from Avenida Córdoba to Avenida Independencia . Further extensions planned would link to the rail terminals Retiro and Constitución other routes are also being studied . Puerto madero : This area of Buenos Aires , on the river margin , gained importance since the recycling of the antique harbour docks in the early 90s . Puerto Madero area was originally born at the end of the XIX century , as an alternative to the antique Buenos Aires port , created in the colonial époque . Its structure with closed docks and the considerable increase of the ships size at the beginning of the XX century originated the construction of a new port . For that reason , Puerto Madero , despite its strategic location near downtown entered a process of progressive inactivity . stock photo
